I am a contractor in iowa working as a sub for a Texas company. We had a contract for $43k at start of project just to get started while waiting on final prints for civil work. We completed contracted work and started excavation per verbal agreement to get change order, first payment date came without change order so I sent invoice for contract price plus $24k for additional work, got paid no questions asked. Got prints and continued excavation, building pads, and rock work per their print. Was told we could get new contract or change order for additional work but never happened. Next payment dat we came and sent invoice for work additional $232k. 30 day no payment so I reached out and got told project manager had resigned and they had no idea what work I had done, the did have a site supervisor on site full time that reported in writing with photos every day worked with exception of a few weekends or late nights. Sent them invoices for trucking involved to move dirt, tickets for rock delivered to site, work that had been completed to there prints. Still refuse to pay, tried offering $100k to settle with me which I refused. I have a debt collector attorney lined up to place a lein, I first reached out to a litigation attorney and he referred me to debt collector because he says there just trying to get out of a debt. The company has told me the only budgeted $100k for civil work on project which isn't even feasible for the amount of work to do per there print. I keep finding conflicting information online regarding whether Iowa mechanics liens need to be notarized. The MNLR website has liens filed with and without, the Secretary of State form does not include a notary block, but the lien form provided by the Iowa State Bar Association does!

I had a contractor boyfriend who was to go in business with my fix and flip company. I was forced to end the relationship due to the abuse and also refused to bring him into my business. He threatended to take everything from me and since has started the process. I am to be closing my flip investment on the 12th of this month and I use my primary residence (which is free and clear) as collateral on the down payment and then pay it back at the end of the flip. Andrew (ex) knows all of this and has placed a fictitious lien on my property. I have plenty of witnesses to stand up for what is right here (some are his friends who disagree with his antics) to prove this is false and I also have many text messages to substantiate my truth and his dishonest placement of this lien. I am a subcontractor who has worked on a non-public construction project in Iowa. My last day on site was 17 February 2022. I haven't received payment from the general contractor and I would like to make a claim under the Payment Bond (form A312). My questions are:
- Is there a maximum period of 30 days to make such claim?
- If there is, do the 30 days start counting from completion of the project as whole or from completion of the works which the subcontractor has performed?
- Is the action therefore time-barred or am I still entitled to make the claim?
- If I am entitled to make a claim, is there a specific form I should use?
