when is a written disclosure required in Washington State. we did a job verbally for a customer and now she refusing to pay. balance of $1,651.50

If you mean by written disclosure, a contract, a verbal agreement can suffice. Unfortunately, it leaves open questions like was the price agreed on and what work was to be done. But you can enforce a verbal contract, if you can prove you did the work.

Was this for a private residence? If so, by written disclosure are you referring to the "Notice to Customer"?
