Did you mean to say "Notice of Action?" The phrase "Notice of Action" on the county assessor's site could very likely be referring to a California Notice of Pendency of Action (also known as "Lis Pendens"). The Notice of Pendency of Action puts the public on notice that there is dispute to the title of the given property.
