Wisconsin recently repealed its prevailing laws in 2017 - so if this was a state project, then there may be some variables to take into account to determine whether prevailing wage laws were actually required on the job. These resources from the Wisconsin Department of Transportation ("DOT") and Department of Administration ("DOA") look like they might be helpful: (1) Prevailing wage compliance (DOT); (2) Guide to recent changes in WisDOT Prevailing Wage Laws (DOT); and (3) Prevailing Wage Guide (DOA).
Now, if this was a federal project/federal P3 project, then the Davis-Bacon Act and federal prevailing wages may apply. More on those requirements here: (1) How Do Prevailing Wage Laws Work in Construction?; and (2) Does the Davis-Bacon Act Apply to P3 Projects?
Ultimately, though, if you believe you're owed prevailing wages and want to see about how to recover what you're owed, it would likely be helpful to consult a local construction attorney who's familiar with prevailing wage requirements on state and federal jobs performed in Wisconsin - and these Wisconsin Construction Payment Experts might be a good start. Additionally, before pursuing a claim, it may also be worth talking to your contractor or other higher-tiered parties on that job.
