If I were to make some assumptions, I would assume that you filed a bond claim against some Alabama government projects. When you say that "County Risk Management denied the claim," you're saying that the county is denying the bond claim. It is possible for bond claims to get denied, but that can happen for many legitimate reasons, and for many reasons that should be overcome. Generally speaking, a bond claim is a claim that is made against a "Payment Bond" that is held by the general contractor on a state/county project. And then, the surety will investigate the claim, and will either pay hte claim or will deny the claim. This works a lot of like an insurance claim. Generally speaking, neither the government agency nor the general contractor will "approve" or "deny" the claim. Instead, that is something done by the surety.
