My Contractor quit the job prior to completion - what recourse do I have?

I am a home owner in Morton Grove, IL who contracted for renovation - supposed to be completed in 6-8 weeks - 7 months later the contractor sends me notification that in his opinion the job is complete (inspections and occupancy permit is not completed. He advises me that he still owes subs $17K plus and advising them to lien my property to get paid. There is still approx $1,500.00 of work needing to be completed to pass final inspection and obtain an occupancy permit - I am directly arranging for that work to be done. In the meantime I have decided to sell the home and move to Nashville - and have a contract on the house - and don't want any liens clouding the sale. I have paid everything in the contract except $7,500 - (total Contract ~$86K) What recourse do I have?

There are a number of remedies available to a home owner, including a bunch of them under the consumer fraud act, If you wish to refer the client to me do so. Either give me information so I can contact the prospective client or stop sending me leads. This is tiresome,
