Maryland has identified construction companies as essential businesses. Specifically, the interpretive guidance on Maryland's stay at home order states that "Commercial and residential construction companies" are essential.
Obviously, that doesn't clarify whether painting will specifically fall under the classification as a "construction business" - but, it wouldn't be surprising to hear that painting fell into that group. Plus, if your work is typically done on construction sites, that classification would make even more sense.
