If we are hired as a consultant for designing on a project through an architect, are we required to file a NTO in Pennsylvania?

Florida subcontractors and suppliers typically won't need to send any preliminary notice in order to preserve their rights on a project. In some instances, a Notice of Furnishing must be filed with the state construction registry within 45 days of first providing work or materials to the project. But, that will only apply if a Notice of Commencement has been filed on the project.
Of course, it's always a good idea to send preliminary notice since that's a great proactive step toward avoiding project problems. Levelset discusses that idea here: Why You Should Send Preliminary Notice Even If It’s Not Required.
Note, that, as we discussed in a recent Expert Center answer, whether or not lien rights will exist for a party providing "consulting" services may come down to the exact work being done on the job.
