In the state of ID, does contract from another state supersede Idaho Retainage law on a military base?

Currently have a contract from GA for an Airforce base in Idaho, this contract retains 10% material cost and 10% Labor for each period. They also do not release retainage within 30 days. Is this legal in Idaho based off contract or does law supersede contract?
