We have closeout documents being requested (G706/G706A) forms. We have not been paid retainage or our last billing cycle for the previous month. Do we need to identify this on the forms as "exceptions" or do we go ahead and sign the documents/notarize?

Without looking at the exact wording of the forms you are being asked to sign, it is difficult to say if you should or should not sign the closeout documents. Texas law recognizes both conditional and unconditional releases, so it is important to sign the correct release if you have not been paid the full amount you are owed.
