Installing fences is likely not considered essential business in New York during this coronavirus shut down. New York is more strict than most states and only allows construction work on a very limited basis. With that being said, if you perform your work on your own and you're the only worker or employee on the job site - then New York's restrictions won't apply to you. You can read all about it in Section 9 of New York's Guidance on Essential Businesses. As for why Lowes is considered essential - Lowes provides supplies that are necessary for essential businesses to operate and for property owners to perform repairs and keep themselves safe. So, just because Lowes can remain open wouldn't also mean that those installing Lowes products would automatically be able to remain open, too.
