I had a construction contract in which the government included the payment of taxes. In the end he did not want to pay us. The project was outside the US. This was 2 years ago. I need advice to claim that payment.

The type of attorney you are going to need is very specialized. You want a Construction attorney familiar with Federal contracts and relevant tax law. My reading of the Federal Acquisitions Regulation says that they should be paying taxes on some items and no taxes on others.
The language of the contract, any written agreements, and related treaties will govern. The government has to be very explicit in what they say they are going to provide. If there is nothing written that says they will pay tax to you, you are going to have a very bad time.

What I have done to prepare, though, is take a look at the FAR 52.233 so I have an idea of the process. I would need to see the contract documents and we would go from there.
