How does an owner enforce the construction account and record keeping? Civil case or does AG pursue as a matter of consumer protection? The project is not moving forward and the owner has half a built house and no progress.

If an owner can't get their contractor to finish the project, then threatening legal action could be useful. If they're far outside of the project schedule, then there's a strong chance they've breached the contract - so that could be a potential claim (and a civil one, at that). Additionally, seeking help from the Attorney General's office could be helpful, too. Though, complaints to the AG are generally reserved for scams, fraud, etc.
Before deciding how to proceed, though - it'd be wise to consult a local Texas construction attorney. If they have all of the relevant facts, documentation, and communications - they'll be able to advise you on the best way to move forward. Plus, keep in mind that threats of legal action or complaints - potentially via an attorney demand letter - might be enough to light a fire under the contractor and convince them to complete the project.
