How do I file a lien on a property that i rent and remodeled?

I negotiated a lease to remodel on a property in Louisiana that has two houses on it. The agreement was to clean up the whole property after the tenants were evicted, and to jack up one of the houses, and completely remodel both houses,and to do landscaping on 12 acres. We are a few days away from completing the project, resurfaced the road, added gravel and widened the road a bout 4 feet. We did an extensive amount of work on the road and property. Now that we are a few days from completion on the project, the property owners are reluctant to pay. We have no contract but verbal. WE have pictures and receipts from start to finish. Am I able to file a mechanics lien? What is my right?

First, I need you to clarify what you mean by you negotiated a "lease to remodel" ... Subject to some other arrangement, if you simply had an oral agreement to render a certain amount of services (including cleaning up the property, jacking up one of the homes, completely remodel both houses and landscape 12 acres of land), then only if the total value of your services were less than 100,000$ would you be able to file a mechanics lien.  You should have, and in the future if you are to perform work pursuant to an oral agreement to do so, memorialized the oral agreement in a writing and sent that writing to the property owner as a Preliminary Notice.   If the value of your services were less than $100,000, then you are still able to file a mechanic's lien, and should do so ASAP as it appears you have substantially completed the project.
