How can I legally sub out work to a sub contractor in the state of South Carolina?

I am forming a roofing company and was planning to subcontract some work. I was looking into the bonding process and was told with the surety bond I was looking at I would not be able to subcontract anything out. I am curious to see what kind of bond or different licensing I would need to be able to subcontract work out and still be legal.
