As far as permits are concerned. If I file a NOC to do a remodel, does it have to state everything we will be doing? For instance. If we do not put plumbing on the NOC can we pull a permit for plumbing?

A Florida Notice of Commencement must merely contain a "general description of the improvement," pursuant to Fla. Stat. § 713.13(1)(a)(2). So, a thorough description of all work that will be done is generally not necessary for a Florida Notice of Commencement.
As for pulling permits - it would be surprising for the rules for Notice of Commencement to be so far out of line with what's required in order to pull a permit. So, failure to particularly describe work that'd need a specific permit shouldn't block the potential for future permits since it's not statutorily required in the notice. Though, I'll be the first to admit I don't have practical experience in this area. So, consulting with the permitting office or even a local Florida construction attorney could provide some additional clarity there.
