Does the contractor have to provide receipts as proof they were not paid and what about labor hours? How does one prove hours put in for labor?

That would likely depend on what the proof was needed for. If a contractor is making a payment claim, they may be required to provide certain documentation proving their claim for payment is valid. But, in many cases, the contractor is swearing or attesting to the truth and validity of their payment claim, which serves as "proof" that their claim is legitimate. And, if a contractor fraudulently makes a claim or otherwise promises or swears that the information included in their claim is true - the contractor could face serious penalties if they were, in fact, lying about what was owed.
