Do I have to send a letter of intent to file a mechanics lien?

California

I have not been paid yet and my 90 days is running out. The client keeps emailing that they are processing the check but no payment yet. Is an email stating that if I don't get paid by a certain date I will file a mechanics lien enough?

You need to lien the job. If you are in direct contract with the owner a prelim is not needed. Call me and I would be happy to walk you through the process.
