Is it typical to collect $0 lien waivers monthly in Arizona for Preliminary Notice filers who aren't owed any money in that period?
Zero dollar lien waivers are unfortunately pretty common in construction, but, at best, they're pretty much useless. If no work was done and no money is owed - then there's nothing to waive for that given period. So, it makes sense to push back on a request to needlessly exchange documents that don't even apply to your work on the job.
Granted, some customers may demand them - particularly when the $0 periods are surrounded by periods where money actually needed to change hands.
