It looks like Rhode Island is allowing most construction work to continue. So, if the work can continue, that means it should also be possible to pull a permit for the work.
Of course, the permitting office is almost definitely running at less than full capacity due to the coronavirus shutdown. Though, it looks like e-Permitting is now allowed - at least in Providence. So, ultimately, it might be a good idea to contact your local or county permitting office to see about pulling a permit. They'll be able to give you accurate information about pulling a permit, straight from the horse's mouth.
