An easement is a non-possessory interest in property through which a party is allowed certain use of property while the underlying ownership remains with the actual owner. So, for the case of a tower, the tower can be built and maintained on somebody else's property in a manner similar to property owners being required to allow access for utility lines, or a path to another's property. In this type of situation, the owner of the tower (or other similar structure) can be different than the owner of the underlying property.
