I have paid a contractor 22k for a down payment on a pool. No work has been performed as we are awaiting HOA approval. I have since decided I do not want to use this contractor and have verbally requested the payment be returned to me. I have a quote for the construction of the pool that I signed. There are no legal terms written into this quote nor is there any any verbiage detailing terms of a refund in the quote. The contractor is not returning my calls thus far. What are my options?
