Can I file a mechanics lien? Or what can I do?

ArizonaConstruction Contract

I am a subcontractor who completed a road blading contract for Green Dream International on Sept 24 2022. The contract was for the Forest Service on the Kaibab Mountain in Coconino County AZ. I invoiced them Oct 9th. They paid me an amount before Nov 9th, but shorted me a significant amount. They will not respond to my e-mails. I thought I could file in Pennsylvania where one office is located which has a 120 day filing deadline if I did not get paid. Do I have to file in the state where the job was completed? I think Az only has a 60 day window, and I am past that.

In Arizona, if you do file a mechanics lien, you might need to take legal action to enforce the lien and recoup the unpaid debt eggy car
