Can I file a lien on my General Contractors equipment?

Pennsylvania

4 months ago I hired a General Contractor to Demolition & remodel my small 2nd floor bathroom. He assured me the job would be complete in 3 weeks. It has been 4 months. And my bathroom isn’t halfway completed. The contractor built the subfloor and added ceiling/floor joists the 2nd week of the job. Fast forward 3 & 1/2 months later I am finally given the measurements to buy the tile for The wet area and the floor. The GC started the application of the tile without waterproofing the wet area where the field tile will be laid. He also used drywall in the ceiling of the wet area. As Opposed to cement board. I have been getting estimates from new General Contractors (while my current GC has disappeared yet again), the new GC is telling me that this work is not typical and that wet areas need to be waterproofed with a membrane that’s painted on prior to the tile belong laid. And he also stated that a new subfloor should not need self leveler. Ugh. Please help. My home is full of their tools. I need my master bathroom back. There is only a working commode in there. From the estimates I am receiving. It looks as though all of this GC work will need redone. I feel robbed. He has only been to my home 4 times and only worked 18 hours in total. What are my legal rights. I am concerned this GC has no formal structural training and has hacked up the foundation of my master bath/kitchen ceiling. 2 weeks ago. The last time the GC was at my ho e he poured floor leveler over half of the floor he built. It is finally dry & has cracked through the entire middle. I had other contractors look at the work and they said I need to have the floor redone that it wasn’t leveled properly. My tub is already installed and the new Joists are cut almost in half by the plumbers helper. The GC was not present for any of this. I paid him $4000,00 1/2 of the remodel Costs.
