That is an interesting question. I know a lot about liens under Oklahoma law, but the Chickasaw Nation is a tribal sovereign. My suggestion is to contact a lawyer who works in Native American or tribal law. They will have the answer for you.
As a further response, I spoke with an attorney who handles tribal work on Friday. He said that you could still file a lien with the land records in Love County, Oklahoma, and then sue to recover. He said you could get a judgment in Love County and then domesticate it in tribal court through the Chickasaw Nation tribal court. Also, I do not think the Chickasaw Nation is the real party in interest land owner of that casino. Winstar probably has an LLC or equivalent, actually. Is your contract actually with the Nation or a different entity ???
