If I file a lien, can I charge the customer for those fees I have to pay plus some 'o/h + profit'? Also, the cancellation fee after they pay their bill? thanks.

Only can add registry fee if there is an agreement
Add the overhead and profit to your contract sum.
Court fees will be added in when you get your judgment

If you file a contractor's lien, you are able to recover the fees for bringing the action. Just make sure you file it properly and within the right number of days from finishing the project.
