my GC walked off my project, despite that I had been paying him per agreed schedule. Upon further examination, it turns out that he is not licensed to build, in a state (Georgia) that requires licensure to build (per Secretary of State's office). My project was finished by another GC. The first GC is threatening to file a lien for non-payment of work he did not do (work done by the second GC). Info I found on Levelset states that a non-licensed GC cannot file liens (in GA), but a representative at Levelset stated that it depends on where in GA.
