Can a contractor file a lien on my home.

I entered into a home renovation/improvement contract with P&S Services on March 15th, 2020. There have been delays due to COVID. We have agreed to pay the contractor the remaining amount per the contract (these funds are for work that has yet to be completed) and have only asked for an invoice for services rendered in return. The contractor is threatening to place a lien on my home if we do not pay the full amount on his specified date before the work is completed and refuses to provide an invoice. Please advise if PA law allows a contractor to place a lien on my property under these circumstances. Thank you.

A contractor's right to lien needs to be based on the percentage value of work that was installed based on established agreement. The contractor cannot invoice you for work that has not yet been performed. Part of the contractor's lien claim is the sworn representation that he has invoiced you and you have refused to pay him. Moreover, if the contractor does file a lien claim on your home, you will recieve notice of the claim and have the opporutnity to contest any lien claims which are overstated or otherwise improper.
