Can a con tractor file a lien on my house if he has not started any work?

I am a homeowner who signed a contract for a company to do siding but the contractor was super unprofessional and I decided to go with a more affordable company instead so I told them I do not want to move forward. He is threatening me about putting a lien on my house but nothing has been done. No money has been exchanged, no materials have been ordered. I just simply singed an agreement to the work.

In Ohio, a contractor or material supplier do not have mechanics' lien rights until they perform labor or supply materials in furtherance of an improvement to real property, pursuant to an express or implied contract. A contractor or material supplier who wrongfully records a mechanics' lien may be liable to the property owner for slander of title claim.
