what if i have a contract that specafies that a mechanics lein is probable and expected to be done do i still sent a notice and what if the owner ignores the letter

You should always send a preliminary 20-day notice your very first day on every job. You only have mechanic's lien rights to secure payment for labor or materials provided within 20 day before service of the preliminary 20-day notice and thereafter. So if you wait until the end of a project, depending on how long you are on the job, a preliminary 20-day notice may not help you.
So if you have done work within the last 20 days, or if there is still additional work to be done, go ahead and send a preliminary 20-day notice.
