All contractors, suppliers, or equipment lessors that were hired by any party other than the property owner or public entity.
A construction project typically has many tiers of contractors, with those at the top being closest to the source of project funds. Remote contractors on lower tiers often suffer from the slowest payments, because funds must change hands multiple times as they move down the payment chain, also known as the “payment waterfall.” While most remote contractors retain mechanics lien rights, in some states lien rights are reserved for those in the top 2-3 tiers of a project.
